Oklahoma Superintendent Ryan Walters is pushing a Christian Nationalist agenda in Oklahoma Public Schools. We already <strong>helped defeat<\/strong> his push to open the nation\u2019s first \u201creligious public school,\u201d but we\u2019ve got more to do.<\/span><\/p><p><span style=\"font-weight: 400;\">In <\/span><b>June 2024,<\/b><span style=\"font-weight: 400;\"> Walters mandated the use of the Bible in public school curricula, bypassing state laws and attempting to misuse millions in taxpayer funds. This threatens the religious freedom of families with diverse beliefs, including Jews, Muslims, and LGBTQ+ individuals.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">In <\/span><b>July, 2025<\/b><span style=\"font-weight: 400;\">, Walters rolled out a new set of state-mandated academic standards for social studies that inaccurately present Bible stories as literal, historical facts; inaccurately proclaim the Bible and Christianity\u2019s influence on the founding of America and the country\u2019s laws; and favor Christianity over other faiths and beliefs in other ways.\u00a0<\/span><\/p><h3>Americans United and our allies are fighting Walters in court.<\/h3>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"has_ae_slider data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h2>Case 1: The Bible-Education Mandate<\/h2><p>First, in 2024, Oklahoma State Superintendent of Public Instruction Ryan Walters tried to spend millions of Oklahoma taxpayer dollars to put a Bible in every fifth- through twelfth-grade public-school classroom in the state. And he\u2019s ordered Oklahoma public-school teachers to incorporate the Bible into their everyday lessons.\u00a0<\/p><p><span style=\"font-weight: 400;\">In June and July 2024, he laid out this Bible Education Mandate in two official memoranda to all Oklahoma public school districts. In September and October 2024, Superintendent Walters and the Oklahoma State Department of Education took steps toward spending $3 million in state funds to buy 55,000 King James Version Bibles and send them to every school district in the state.<\/span><\/p><h3>Public schools are not Sunday schools<\/h3><p><span style=\"font-weight: 400;\">In October, 2024, Americans United, Oklahoma Appleseed Center for Law &amp; Justice, the American Civil Liberties Union, the American Civil Liberties Union of Oklahoma, and the Freedom From Religion Foundation<\/span><a href=\"https:\/\/www.au.org\/wp-content\/uploads\/2024\/10\/oklahoma_bible_lawsuit_filing_10172024.pdf\"> <span style=\"font-weight: 400;\">filed a lawsuit<\/span><\/a><span style=\"font-weight: 400;\"> in the Oklahoma Supreme Court on behalf of 32 Oklahomans \u2014 parents, students, teachers, LGBTQ+ people, indigenous people, nonreligious and religious folks, and clergy members.<\/span><\/p><p><span style=\"font-weight: 400;\">Our lawsuit asserts Walters&#8217; plans to use state funds to buy Bibles violates the Oklahoma Constitution\u2019s religious freedom protections because public schools would be used to support religion, as well as to favor one religion over others by purchasing a Protestant version of the Bible. The lawsuit also argues that using state funds to buy Bibles or to distribute Bibles oversteps Walters&#8217; and the state department of education&#8217;s authority and violates Oklahoma&#8217;s legal procedures.<\/span><\/p><p><span style=\"font-weight: 400;\">We are asking the court to declare Walters&#8217; Bible Mandate unlawful and unenforceable and to rule that spending state funds on Bibles for public schools is illegal.<\/span><\/p><p>In March 2025, the court put on hold Walters&#8217; attempts to buy Bibles, as well as a plan by Walters to buy Bible-based instructional materials.<\/p><h3>&#8220;God, Christianity and Moral Values&#8221;<\/h3><p><span style=\"font-weight: 400;\">Walters then<\/span><span style=\"font-weight: 400;\">\u00a0announced a new plan to <\/span><i><span style=\"font-weight: 400;\">distribute<\/span><\/i><span style=\"font-weight: 400;\"> Bibles to Oklahoma public schools: the Bibles Back In School Campaign.<\/span><\/p><p><span style=\"font-weight: 400;\">Partnering with entertainer Lee Greenwood, Walters&#8217; campaign asks people to buy, through a special website, Greenwood and Donald Trump\u2019s \u201cGod Bless the USA&#8221; Bibles. The campaign website tells people to give money for the Bibles because \u201cGOD, CHRISTIANITY AND MORAL VALUES ARE OF THE UTMOST IMPORTANCE.\u201d<\/span><\/p><p><span style=\"font-weight: 400;\">We quickly asked the court to stop Walters and other state officials from taking any action to implement the Bibles Back in School Campaign and distribute Bibles to public schools.<\/span><\/p><p>In July 2025, Walters &#8216;demanded&#8217; that the Court allow him to purchase Bibles and Bible-based instructional materials ahead of the new schoolyear. <strong>Not on our watch.<\/strong> AU filed another brief opposing Walters&#8217; demand.<\/p><h2>Case 2: Bible-infused Social Studies Curriculum<\/h2><p><span style=\"font-weight: 400;\">Walters is now trying to force his version of Christianity into public schools through a new set of state-mandated academic standards for social studies. If allowed to take effect, these standards will force public-school teachers to promote and favor particular religious beliefs to their students.<\/span><\/p><p><span style=\"font-weight: 400;\">The new curriculum standards are replete with several dozen references to the Bible and Christianity while containing few mentions of other faiths. These references target impressionable elementary-school children as young as first graders; inaccurately present Bible stories as literal, historical facts; inaccurately proclaim the Bible and Christianity\u2019s influence on the founding of America and the country\u2019s laws; and favor Christianity over other faiths and beliefs in other ways.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">The new standards also require other inaccurate teachings, including by presenting disproven contentions about the legitimacy of the 2020 election, and by conveying as unquestioned truth the controversial theory that the COVID-19 pandemic originated in a Chinese laboratory.<\/span><\/p><p><span style=\"font-weight: 400;\">So Americans United and Oklahoma Appleseed Center for Law and Justice are suing Superintendent Walters, the State Department of Education, and the State Board of Education.\u00a0<\/span><\/p><h3>Thirty-three Oklahoma parents, children, teachers and faith leaders are suing<\/h3><p><span style=\"font-weight: 400;\">Our lawsuit\u2014on behalf of thirty-three Oklahoma parents, children, teachers, and faith leaders\u2014argues that the standards violate numerous state laws and the Oklahoma Constitution. It explains that the approval of the standards violated the Oklahoma Open Meeting Act and other procedural requirements because Oklahoma officials gave no notice to the public\u2014or even to members of the State Board of Education themselves\u2014that <\/span><b>the version of the standards submitted to the Board for a vote was substantially different from the version that had been publicly released<\/b><span style=\"font-weight: 400;\">. The standards also run afoul of a statutory requirement that Oklahoma\u2019s academic standards be accurate and age appropriate.<\/span><\/p><p><span style=\"font-weight: 400;\">And the new standards violate the Oklahoma Constitution\u2019s religious-freedom protections by promoting and favoring one religion over others and over nonreligion in public schools, including to especially impressionable first and second graders.<\/span><\/p><p><span style=\"font-weight: 400;\">On September 15, 2025, the Oklahoma Supreme Court issued an order putting the new standards on hold. Ryan Walters is trying to spend millions of Oklahoma taxpayer dollars to put a Bible in every fifth- through twelfth-grade public-school classroom in the state. And he\u2019s trying to force Oklahoma public-school teachers to incorporate the Bible into their everyday lessons. In June and July 2024, Superintendent Walters laid out this Bible Education Mandate in two official memoranda to all Oklahoma public school districts. In September and October 2024, Superintendent Walters and the Oklahoma State Department of Education took steps toward spending $3 million in state funds to buy 55,000 King James Version Bibles and send them to every school district in the state.<\/p>\n<p>On October 17, 2024, Americans United for Separation of Church and State, Oklahoma Appleseed Center for Law &amp; Justice, the American Civil Liberties Union, the American Civil Liberties Union of Oklahoma, and the Freedom From Religion Foundation filed a lawsuit in the Supreme Court of the State of Oklahoma on behalf of 32 Oklahomans\u2014parents, students, teachers, LGBTQ+ people, indigenous people, nonreligious and religious folks, and clergy members.<\/p>\n<p>Our suit argues that Superintendent Walters and the State Department of Education grossly exceeded their authority by issuing the Bible Education Mandate and attempting to use state funds to purchase Bibles\u2014and that they illegally ignored Oklahoma procedural requirements along the way. Further, the religious-freedom provisions of Oklahoma\u2019s Constitution prohibit spending state funds to support religious items or one particular religious tradition. Spending millions of dollars on King James Version Bibles\u2014a Protestant version of the Bible\u2014plainly violates the Oklahoma Constitution and its promise of church\u2013state separation.<\/p>\n<p>Our suit asks the Court to rule that the Bible Education Mandate is invalid and unenforceable and that any spending of state funds in furtherance of the Mandate would be unlawful and void. It also asks the Court to prohibit actions to implement or enforce the Bible Education Mandate, including spending any state funds to purchase Bibles. Finally, our suit asks the Court to require rescission of the Bible Education Mandate and withdrawal of attempts to purchase Bibles for use in Oklahoma public-school classrooms.<\/p>\n<p>On March 10, 2025, the Court halted Walters, temporarily, from spending state funds to buy Bibles and supplemental instructional materials that integrate the Bible. On March 12, 2025, we asked the Court to halt a scheme by Walters to distribute to public schools donated copies of entertainer Lee Greenwood and Donald Trump\u2019s \u201cGod Bless the USA Bibles.&#8221;<\/p>\n<p>In July 2025, Walters &#8216;demanded&#8217; that the Court allow him to purchase Bibles and Bible-based instructional materials ahead of the new schoolyear. <strong>Not on our watch.<\/strong> AU filed another brief opposing Walters&#8217; class=\"elementor-shortcode\"><p>Oklahoma State Superintendent of Public Instruction Ryan Walters wants to force his version of Christianity into public schools through a new set of state-mandated academic standards for social studies. If allowed to take effect, these standards will force public-school teachers to promote and favor particular religious beliefs to their students.<\/p>\n<p>The new curriculum standards are replete with several dozen references to the Bible and Christianity while containing few mentions of other faiths. These references target impressionable elementary-school children as young as first graders; inaccurately present Bible stories as literal, historical facts; inaccurately proclaim the Bible and Christianity\u2019s influence on the founding of America and the country\u2019s laws; and favor Christianity over other faiths and beliefs in other ways. The new standards also require other inaccurate teachings, including by presenting disproven contentions about the legitimacy of the 2020 election, and by conveying as unquestioned truth the controversial theory that the COVID-19 pandemic originated in a Chinese laboratory.<\/p>\n<p>So Americans United and Oklahoma Appleseed Center for Law and Justice are suing Superintendent Walters, the State Department of Education, and the State Board of Education. Our lawsuit\u2014on behalf of thirty-three Oklahoma parents, children, teachers, and faith leaders\u2014argues that the standards violate numerous state laws and the Oklahoma Constitution. It explains that the approval of the standards violated the Oklahoma Open Meeting Act and other procedural requirements because Oklahoma officials gave no notice to the public\u2014or even to members of the State Board of Education themselves\u2014that the version of the standards submitted to the Board for a vote was substantially different from the version that had been publicly released. The standards also run afoul of a statutory requirement that Oklahoma\u2019s academic standards be accurate and age appropriate. And the new standards violate the Oklahoma Constitution\u2019s religious-freedom protections by promoting and favoring one religion over others and over nonreligion in public schools, including to especially impressionable first and second graders.<\/p>\n<p>On September 15, 2025, the Oklahoma Supreme Court issued an order putting the new standards on hold. The court prohibited Walters and the state from implementing the new standards. State officials are also prohibited from spending any state funds on the standards.
